to add one small detail to your list - looks like Lionel was originally registered as Henry James, the date, parents names and father's occupation all match - see Birth of Henry Latchford 26th Feb 1884.  The place of birth is Leixlip, which is in Co. Kildare and close to the border with Co. Dublin.

Added : for reference Marriage of William Latchford and Annie Johnstone 20th May 1875 , William's father is Francis, occupation Clerk, and Annie father is James Johnstone Parish Clerk & Gardener. The marriage took place at Loughmoe Church of Ireland parish church, which is located south of the town of Templemore, Co. Tipperary. William's residence is given as the village of Dovea, and Annie's as Killahara townland, which is located next to the village of Dovea. The witnesses are  James Johnstone & William Orr.

To work back any further for William and Annie you would need to check availability of Church records for wherever they where they were born - so you  ideally would need to know the parish, or at least the town or district. Presumably Church of Ireland. There are some coverage of Church of Ireland records on RootsIreland pay-website, but bear in mind that not all records are online and there are also parishes which do not have records going back as far as you need. 

Given the timeframe involved I checked Griffith's Valuation for the two fathers, not everyone is included so it's not definitive (people in shared addresses, with other family or in-laws etc, or in accommodation provided by an employer may not be listed). I found no sign of anything promising for Francis Latchford,  there are a number of James Johnston, without the e, but none in Loughmoe Co. Tipperary, which is the most likely area for Annie's family. Marriages usually took place in the bride's parish, although given her father's occupation it's possible that he moved around for his gardening employment. Gardeners were usually employed by the larger houses and estates, which could have provided accommodation for your Johnstone family (note equivalent surnames include Johnston, Johnson etc ). 

I found one long-shot possible lead - a death of a Francis Latchford on the 10th March 1884 in Limerick City, a widower with reported age 64 and occupation civil as "Police Pensioner" ... the occupation doesn't match that mentioned on William's marriage cert, but could he be William's father ?

I found a marriage for a likely sister to your William -  John Westman and Susan Latchford 20th September 1877 at St. John's Church of Ireland Limerick city. The name of the bride's father is Francis occupation clerk so a good match...

There seems to be at least one other Francis Latchford in Limerick city at the time, with occupation Baker - see : Marriage of George Latchford and Margaret Miniham 19th September 1876

An analysis of surname distribution based on Griffith's Valuation shows most Latchford properties in Co. Limerick in the following civil parishes Chapelrussel, Kilcornan, Rathkeale and also St. John's and St. Michael's in Limerick City. There are also some Latchford entries in neighbouring Co. Kerry and Co. Tipperary, plus one in Co. Dublin. In addition some entries appear as the variation Lachford.

Rathkeale (Limerick) is where I think this Latchford family started e.g. by 1711, only 188 of the 533 Palatine families remained on the lands allotted them. One Landlord successfully managed to induce his allotment of Palatine immigrants to remain in rural Ireland. Sir Thomas Southwell of Castle Matrix near Rathkeale, County Limerick championed the settlers’ causes.  Iri8sh Palatines mjor accumulations were found in Counties Limerick and Tipperary.  Latchford is among the best-known names of Palatine Descent.  The Palatine farmers took the ‘Yeomanry oath’ and were officered by the local gentry but were paid, clothed, armed and controlled by government. Their remit was to free the regular army and militia from domestic peacekeeping and do garrison duty.  Many Latchford men joined the R.I.C..

Hello. There was a Latchford family that lived in Kilchreest townland, County Clare, at the time of the Tithe Applotments (1826). It comprised from 3-5 related members having the given names Francis, William and John (1-3 of last). Most members of these families emigrated to Maryland USA circa 1835-1842. By the time of the Griffiths Valuation (1855), no Latchford families were present in County Clare.  It is believed that prior to their appearance in Clare, these families came from County Limerick (Rathkeale) area where some may have been born. One related member, George Latchford, lived in Limerick prior to emigrating to Maryland in the early 1830's. The root of the family is believed to have been recruited by Sir Thomas Southwell's estate in Ballingrane to be tenant farmers. It is also believed that they originated either from the German Palatine States (Lodvick?) or from England.  The primary faith of the Latchfords in 1800 was Protestant. By 1850, the faith structure was mixed between Anglican, Methodist and Roman Catholic. Francis Latchford married Mary Guinane, a Roman Catholic and appears to have converted to that faith. This is also true of Patrick Latchford of Limerick, who married Kate Hannon, and they both migrated to Virginia from Maryland. George Latchford, on the other hand, was buried in Methodist cemetery. It would be useful to find a connection with other members of the Latchford clan in Limerick, in particular, in order to expand the connections.  Regards Bob Brett.

I am following up to the post from DublinWoods, as Bob Brett is my first cousin and  our grandfather is Raymond Francis Latchford.  Bob has done great work in establishing the lineage from Raymond Francis Latchford to John Francis Latchford (married Fannie O'Brien) to John G. Latchford (married Mary Curran) to Francis Latchford (married Mary Guinane).  Reading through these posts it is not clear to me if this is indicating the parentage of Francis Latchford, who I believe would have been born and died in Ireland, as Francis and his wife and some children would have been the ones to emigrate.  Is there anything available to develop the family tree beyond Francis and Mary Guinane would be my question?

As a side note Raymond Francis was first married to Irene Ward, who passed when Bob's mom and mine (sisters Dorothy and Agatha) were young, and he subsequently married Mary F. Fields who we knew as our grandmother.  Like several of the Latchford men noted here, he served as a policeman in Philadelphia PA, rising to the detective ranks.
