I have tried searching on www.rootsireland.ie without much luck. There are a number of returns on searches, particularly for the Scarff surname but not for Co. Clare. How sure you are that Clare is the location? I haven't been able to find reference to these families in Griffith's Valuation in Clare either:

By 1901 there are only 29 Scarff enties in the Census all in either Dublin or Wicklow:
